Colin Mercer was born in Sussex, England, in 1952 and undertook his tertiary education at Portsmouth University, the Sorbonne, and Essex University. After working for the Open University for 4 years from 1980-84 he migrated with his family to Australia, where he developed his cultural policy and planning expertise, and returned to the UK in 1998. He has two children, Taara and Joseph.

 

In Australia he was Deputy Director and then Director of the Institute for Cultural Policy Studies from 1987-95 and Associate Professor in Cultural Policy and History at Griffith University. With Tony Bennett and others he initiated the first serious academic and operational engagement with the field of cultural policy research and development which led, in 1995, to the establishment of the government-funded Australian Key Centre for Cultural and Media Policy and the development of an international reputation for their work.

 

In 1989-90 Colin Mercer led and wrote the first major urban cultural policy framework in Australia - the Brisbane Cultural Development Strategy - which remained operational in that city for 18 years. He went on to work and develop policy across the cultural sector in Aboriginal visual arts and crafts, in libraries, in arts and education, in new media and in local, regional and national planning contexts. He is co-author of The Cultural Planning Handbook: an essential Australian guide, and many other publications in the field of cultural policy and cultural studies and has been responsible for a number of urban, regional and community cultural mapping, policy and planning frameworks in Asia, the Americas, Australia, Continental Europe, and the UK, which have repositioned the arts and cultural resources in strategic and mainstream policy and planning contexts.

 

Colin Mercer was also Interim and Establishment Chief Executive Officer of QANTM Australia Co-operative Multimedia Centre Ltd, from 1995-1996. He led the successful bid for 'Creative Nation' funding to establish one of six national centres of this type to develop the interactive multimedia industry in Australia, developed the program structure and oversaw the first year of operations.

 

His most recent book is Towards Cultural Citizenship: Tools for Cultural Policy and Development, published by the Bank of Sweden Tercentenary Foundation and Gidlunds Forlag in 2002. This is the result of a 2 year international research project, with inputs from Africa, Asia, Latin America and Europe, with recommendations for action, on the need for an expanded 'knowledge base' for cultural policy and cultural indicators.

 

Since returning to the UK in 1998 and becoming the UK's first Professor of Cultural Policy in 1999, Colin Mercer has also been responsible for cultural and creative industries mapping, planning and policy frameworks in Bath, Nottingham, Cornwall, Essex, Hampshire, Somerset, Bedfordshire, and Sussex and has been active in cultural policy research and development at regional level in the South West and South East of England. He has maintained an international presence through advisory work and presentations in Amsterdam, Barcelona, Belgrade, Bergen, Brussels, Budapest, Copenhagen, Cordoba, Edmonton, Florence, Girona, Guadalajara, Hong Kong, Istanbul , Lodz, New York, Ottawa, Paris, Prague, Rome, Rotterdam, Salvador de Bahia, Sofia, Tallinn, Tartu, Toronto, Trois Rivieres, Turin, Uppsala, Wellington, and Zagreb.

 

He has worked with the European Commission, the European Cultural Foundation, the Council of Europe, and UNESCO on repositioning culture as a mainstream issue in the context of both globalisation and regionalisation. He has worked with local, regional and national authorities in the UK, Hong Kong, South Eastern Europe, Denmark, Spain and the Pacific Region. He is currently an Expert Advisor to the City of Cordoba, Spain, in their candidature to be European Capital of Culture in 2016, and is both an Expert Evaluator for the European Commission's Directorate-General for Education and Culture (DGEAC) and a Thematic Expert for the EU URBACT II Programme.
