Jordi Baltà i Portolés works as researcher and project coordinator at the Interarts Foundation since 2001. His areas of interest include local and regional cultural policies, cultural diversity, the UNESCO Convention on the Diversity of Cultural Expressions, cultural participation, the role of culture in international development and international and European cultural cooperation.
Since early 2011, he is the scientific coordinator of the European Expert Network on Culture (EENC), a group of cultural policy experts that provides advice to the European Commission's Directorate General for Education and Culture. The EENC is coordinated by Interarts and Culture Action Europe.
Jordi is also a member of the Group of Experts of the UNESCO-EU Programme to Strengthen the Governance of Culture in Developing Countries (2011-12) and of the U40 group of young experts in the field of cultural diversity, launched by the German UNESCO Commission in cooperation with the International Federation of Coalitions for Cultural Diversity.
In additon to research work, Jordi is regularly involved in the management of international cultural projects and the coordination of conferences and seminars, including the International Seminar Cultural Diplomacy - a Perspective from Catalonia (Barcelona, December 2009), the Euro-African Campus for Cultural Cooperation (Maputo, Mozambique, June 2009), Confluences - International Conference on Diversity and Intercultural Dialogue (Panticosa, Spain, July 2008) and the International Conference on Cultural Policies and Immigration (Barcelona, November 2006).
Since 2009, Jordi works as a consultant and tutor for the Online MA in Cultural Management jointly organised by Universitat Oberta de Catalunya (UOC), Universitat de Girona (UdG) and Universitat de les Illes Balears (UIB).
He is involved in a number of civil society initiatives, including the RekThiossane Association for interculturalism and cultural cooperation in Barcelona.
Jordi holds a BA in Political Science from Universitat Autònoma de Barcelona, an MA in European Cultural Policy and Administration from the University of Warwick and a PgDip in International Cultural Cooperation awarded by Universitat de Barcelona and Interarts.

Holden, John; and Baltà, Jordi (1/2012) The Public Value of Culture: Literature Review, In the context of preparations for a conference entitled “Cultural Governance in a Globalising World: Better Governance for the Cultural and Creative Sector” which was to be held in August 2012 under the Cypriot Presidency of the EU, in late 2011 the Directorate General for Education and Culture of the European Commission (DG EAC) asked the EENC to prepare a literature review on the public value of culture. The document resulting from this request includes references to over 50 publications addressing the public value of culture, the intrinsic value of culture and other related notions, including a variety of issues related to the economic, social and political impacts of cultural practice and cultural policy. The literature review places emphasis on publications from recent years and briefly analyses their relevance.
